Since updating to Sequoia my staff Mac Mini displays the message “dlpmac” would like to access data from other apps.
I understand from reading previous threads that Trend Micro Security Agent is the cause, but how can I disable the message?

How about disabling "Trend Micro Security" and compare your results.
Uninstalling Trend Micro Security is also a wise idea.
Third party AntiVirus is not recommended— it typically does nothing but add issues to the macOS and competes directly with Apple’s own built in security:
