Download WhatsApp backup from icloud or clone icloud into a different account

I want to understand how can i download the whatsapp backup from icloud ? is there a way or a 3rd party tool ?

I recently changed my phone and while restoring i am not able to restore whatsapp from icloud.

My icloud account shows whatsapp data backup size of 11.2 GB. However, inside the whatsap while i try to do a restore it shows me data size of 1.4 MB's only. As a result the restore does not show me any chats at all.

Thus, I want to understand if there is a way, I can download the whatsap backup of 11.2 GB on my macbook directly and do a POC of my own. or, may be directly clone my icloud account to a different one ?

I will loose all my Whatsapp data or else :/
