Apple Support recommends opening Finder, then Shift + Command +G to open the Go To Folder, then typing Library//Caches and Enter, then opening cache folders and selecting files to clear, ...
Those instructions are wrong, besides, I would never advise doing what they appear to have recommended. Never in the history of macOS have I found that to be necessary or beneficial.
You are parachuting the participants of this support site into the middle of an unknown problem. You really start at the beginning of it.
Describe the underlying problem you needed to solve. In other words, explain the reason you contacted Apple to begin with.
Then, it recommends opening Browser, selecting Preferences, selecting Privacy, clicking Manage Website Data and selecting sites that need to be cleared, but that doesn't work.

Less than perfectly designed websites (in other words, most of them) can rely upon old or no longer applicable locally stored data, which causes those websites to misbehave. Since so many websites do that and have so many ways of storing that data, I have found it beneficial to periodically delete all website data. That action will cause you to be logged out of websites (such as this one) and require logging in to any that log in automatically. So, you will want to have saved that login information in Safari's Autofill settings or whatever means you choose to do that.
