iCloud Photos Disabled – 'Download All' Button Greyed Out & 25-Day Warning

I’m trying to recover and download all my photos and videos from iCloud.com, but I’m running into a major issue. The download button, along with all other controls, is greyed out, making it impossible to select my files.

At the top of the page, there’s a yellow banner that says:

"iCloud Photos has been disabled. You have 25 days remaining to make sure you have a complete copy of your photos and videos."

This is really confusing. If iCloud Photos is disabled, why am I still able to access my library, but not download anything?

Has anyone else experienced this? How can I download all my photos and videos before time runs out? Any help would be greatly appreciated! Apple, are you listening? Please help. Thank you.

Apple is not here indeed. Noted. LOL!

The reason why I do not sync using Photos on Mac is because it costs me money to do so. Here is a photo that shows the dialog that comes up when I try and turn iCloud back on.

This should cost $0. According to Apple, I should go to iCloud.com and just download the photos.

I'll just spend the $3, download and cancel.
