Does AirPod Max provide passive noise protection with active noise cancellation on?

I know it’s an odd question but I realize that active noise canceling does not provide real hearing protection. I am just curious with AirPod maxes if when active noise canceling is on does it still provide passive noise protection/cancelation?

so for example, if I am using the noise cancellation while on my riding lawnmower, am I still receiving a passive noise protection as if the headphones were off? And not on anc or transparency.
