iOS Mail App - Attachments not Forwarded

iPhone 14 with 18.3.1 update and using the Mail.

In the Mail settings I have found an option to “Include attachments with replies” and that is set to Ask.

It is working fine for directly replying or forwarding the first email in the conversation, but when I reply or forward the most recent I am not prompted to include the original attachment.

How can I achieve this attachment including for all emails, not just the first in the chain?

I have turned off all “Threading “ options so these are not the cause.
