Every app needs to be updated but it says my payment process cannot be completed. So I go to payment options and my cash app card is already on file
then I get a notification saying that Apple can't process payment of 12.67$what charge is being made from Apple?

Review your Purchase History here. You may see a charge in red or pending that has not been processed yet.
View your purchase history for the App Store and other Apple media services - Apple Support
If you have a subscription that need to be cancelled, you can do that here:

Any charge that has not been processed will need to be paid before you are allowed to use the App Store for downloads or updates. If you continue to use a payment method that fails to process a charge, it will be determined that the payment method is no longer valid and you will need to add a different one.
