I bought the SD version of a movie in 2009, and want to "upgrade" it to the HD version.
(The "iTunes Extras" which came with it are no longer available unless you have the HD version or above)
Apple TV says I own the movie and can play it, but I can't find any option to upgrade or buy the HD or 4K version.

I think you need to contact the Apple Support/iTunes Store staff for this, so they can remove the current purchase, so that you can purchase it again in the wanted edition. Buying won’t be available normally without their assistance, as you had already purchased this title in the past.
