I have 15.8.3. Is my iPad still secure?

It longer receives security updates so consider that. In general, though, even older versions of iPadOS are still quite secure. Almost all of the known exploits require physical possession of the device.
The Air 2 about 10 years old so if there were any security updates available they would have appeared in Software Update.
You can update an iPad Air 2 to the latest release of iPadOS 15. The current version of iPadOS 15 is 15.8.3, which came out on July 29, 2024. The latest version of Safari that is compatible with the iPad Air 2 is Safari 15.6, which came out on July 20, 2022.

You cannot update an iPad Air 2 to iPadOS 16, 17, or 18. iPadOS 15 is the end of the line.
