Safari tabs not saved in backup

I had to restore my 3rd gen iPhone SE from backup — and my Safari tabs did not come back. I know the stock answer is “turn on iCloud for Safari” but I don’t want to. All other apps save all their data in the backup, why can’t Safari also?
