If you just purchased this laptop, then return it for a full refund since the seller did not properly prepare this Mac for sale. Only the original owner of the Mac will have the necessary proof of purchase to give to Apple so that Apple can remove the firmware lock.

If the seller can provide you with the firmware password, then you can turn off the Firmware Lock, but I would still be concerned about whether this computer may still be managed & controlled by an AppleID or an MDM management system from a school or business. These are the dangers of buying a used Mac these days.

Set a firmware password on your Mac - Apple Support

Here is an Apple article that explains how to prepare a Mac for sale:

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support

I'm glad to see you wanted to perform a clean install of macOS on a used product....that was a very smart & wise idea since it revealed an issue with the computer. Plus a clean install may alert you to whether the computer is still being managed by a previous owner with any management Profiles. And it would give you a factory fresh OS free of any nasty surprises the previous owner may have left behind.
