Purchases in Apple Business Manager do not complete

We've been trying to add apps (free) in ABM and either it takes very long or doesn't complete. For instance, we tried several attempts at adding Tableau Mobile for Intune, after confirming the purchase, it just goes back to the screen (first screenshot). If you go to purchase history, it shows that you initiated the purchase.

Is this a general problem with ABM?
