After purchasing a product online, I am presented with a download screen. When I click the link, the file immediately is sent to the Downloads folder on my Mac. I want to right-click the link and save it to a specific folder, but that option isn't available anymore. It used to work with previous Mac OS updates. Does anyone have a workaround?

Most browsers have a configuration setting for downloads. I have mine set to "Ask".
You can change the behavior In Safari, press CMD + comma. On the General tab change Download location from Downloads to Ask for each download or Other to choose a specific location.
It's probably the web site doing something that isn't a straightforward download link.
