I've located my downloads folder inside the home folder -- now how do I get it to appear on the side bar of my Finder (I've made sure the "Downloads" box is checked in the settings for finder) and on the dock?

Press Shift + CMD + G and type a tilde ~ character then press Return.
That will open Finder to your home folder. Drag and drop the Downloads folder to the right-side of the Dock. Right-click the folder on the Dock and choose Folder and if you want it as a grid, etc.
