Why is the Fitness App asking for a fee on my iPad when it's free on my iPhone?

I have had the Fitness App on my phone since getting my Apple watch several years ago and want to add it to my iPad. However, when I open the app it says it's only free for 30 days and then there is a fee. Am I not seeing the same app that is on my phone? That is the only one with the same icon as the one on my phone.

The App on iPad is itself free to download but only offers access the Fitness+ subscription service and its fitness videos and training sessions. Its not asking you to pay for app, but for the Fitness+ subscription.

It does not have the activity tracking features of the iPhone app. It's basically just the iPhone's Fitness+ section in a larger screen.

Unless you are subscribed to Fitness+ the iPad app doesn't do much at all.
