Find My Network DOES NOT WORK AS ADVERTISED

Find My Network apparently does not do what it says it does!

In iPhone Settings > Apple ID > Find My > Find My iPhone > Find My Network, it literally says:

"Participating in the Find My network lets you locate tis iPhone EVEN WHEN it's OFFLINE, IN POWER RESERVE MODE, and after POWER OFF."

Supposedly, it works like an AirTag, using the Bluetooth of nearby Apple devices to update an encrypted location to iCloud.

I tested it very thoroughly:

  1. Using my iPhone, enabled Find My Network and all other necessary settings.
  2. Turned iPhone OFF.
  3. Placed iPhone in a safe spot--far enough away that the map should register a change in location.
  4. Placed another iPhone with mine (this one ON, connected to internet, bluetooth on, Find My Network on, within range of cell towers, etc.)
  5. From my computer, logged into iCloud.com/find using my account.
  6. My powered off iPhone was either NOT FOUND or only showed the last location (which I knew to be incorrect).
  7. Repeated experiment with several other devices and their associated Apple Accounts.

Talked with MULTIPLE Apple Support advisors, who each essentially said the Find My Network feature does not work like that. They gave a variety of other "reasons" that beat around the bush, but did not actually answer why Find My Network did not work as described by its own setting.

Either I'm still doing something wrong, or Apple is falsely advertising a functionality that DOES NOT WORK!

“The Find My network is an encrypted, anonymous network of hundreds of millions of Apple devices that can help you locate your device.

Find My availability and features might vary by country or region.”

According to the support article it doesn’t guarantee it will, just that it can. Set up Find My on your iPhone, iPad, or Mac - Apple Support

You can send Apple feedback about it at Product Feedback - Apple

Understood, but I'm not in a region that should have any kind of restrictions on or lack of Find My service. I'm in Las Vegas, Nevada, USA--not some tiny town in the middle of nowhere or in South Korea or something like that.

I can't find anything online saying my area lacks Find My service. Plus, I'm pretty sure the support reps I spoke to know where I'm at based on my account, so if there was something obviously prohibiting Find My from working in my geography, I think they would have told me.
