Hi I bought a Apple gift card to make a big purchase on a car through eBay motors well I decided to not make that purchase due to a possible scam is it possible to transfer that money onto one of my debit cards instead ?

No, you cannot use an Apple Gift Card for a purchase from eBay. Or anywhere other than Apple. If you were asked to do that by an eBay seller, it was likely a scam.
No, you cannot buy a gift card with an Apple Account balance. That would invite money laundering.

They certainly could not have been used to purchase a car from anybody, much less transfer the funds to a debit card.
