How to remove credit balance and change country region on Apple Account?
I cannot change my country region because of credit balance 0.22 cents pls remove this credit balance

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
