I am seeing that with the recent OS update (15.3.1), now I can control the brightness on my HDMI-connected external monitor through my MacBook Pro 16 (M3).
I am currently using the BENQ 27" Monitor Model: EW2780

Nothing can be changed via keyboard commands, not brightness, sound volume etc
The only way to control matters are via the Builtin Controls of the Display
If not mistaken, such controls are passed through HDMI to the Display Controls
I have been using the same display for a couple of years, and I have never had control over brightness and volume from my Mac. With the latest update, I could adjust at least brightness through my Mac. Hopefully Apple will roll out volume control support soon.
This is not a universal feature as it will depend on the connected display.
I have an LG 32-in 4K UHD display that cannot be adjusted other than via its manual controls. I have a premium Belkin HDMI cable from my M4 Mac Mini Pro (Sequoia 15.3.1) to the LG display and it does not support keyboard changes to the screen or sound.
Apple has not purchased one of every display sold to test the operating system keyboard controls over audio and display features with each display. If yours works now, it probably is just a fortunate accident and not a deliberate act by Apple.
Eizo has an application that replaces manual control of their display settings, though I am not keen on a $1600 display that I don't need for that privilege.
