my old iPhone is broken and I hade to get a new one I didn’t use same Apple ID how do I receive my Apple Cash from old device

You don't. Apple Cash is tied to your Apple ID. You would need to sign into your device with the Apple ID used to access those funds. Once you sign in with that Apple ID, you will want to transfer the balance to your bank account.
