Why does my Safari keep blocking pop-ups for card statements?

I am on an apple running SAFARI 17.5. I am trying to get a credit card statement but the app will block the pop up window. I tried approving pop ups on this website, but as soon as I change to approve, it immediately pops back to block. How can I fix this?
