Why is Safari freezing and buffering on iPad MV273LL/A?

Why is everyone reporting the same thing about Safari freezing the screen on IPAD

mostly showing the circle of death (buffering)

any one working the problem~

work around only clears the problem temporarily. ie, `clearing safari browser history, rebooting, shutting down and restarting.

I'm not a computer wiz but it seems like some cash file is not large enough or not clearing when full.

can someone in support please fix this problem.
