To uninstall an older version of Adobe (PSE 14 is from around 2015?), there are "manual" steps required. The uninstaller app is an old 32bit application that can't run on a modern macOS anymore.

Follow these steps:

  1. Quit any running Adobe processes. You can do that by opening "Activity Monitor from Applications > Utilities. Then search for Adobe in the search bar. If you see any processes with Adobe in them, select them and click the X button to force quit them.
  2. Remove the actual Adobe applications. Open Finder and go to /Applications. Locate the Adobe folder and drag it into the Trash
  3. Delete any leftover files, since you're not able to run the uninstaller app. Those leftover files are located here:
  • Go to Finder and check ~/Library/Preferences folder. Look for "com.adobe.PhotoShopElements14.plist" or similar. Drag them to the trash
  • Go to ~/Library/Application Support/Adobe. Find and delete Photoshop Elements folder or PSE 14 folder (or similar, if present)
  • Go to ~/Library/Caches. Search for folders like com.adobe.PhotoShopElements14 or any other Adobe-related catches and remove them by dragging them to the trash.

After this, Empty the Trash, and Restart your computer. This should clear out any other lingering system references.
