Changing the cursor color on iphone doesn't work

I followed the instructions of several guides to try and change the text cursor color on my iphone 13 mini, going under Switch Control, scrolling down to the cursor selections, and changing the settings. It did not take effect, regardless of whether I closed and reopened settings, restarted my phone, or tried resetting. I have seen other people complaining about the same thing online, that the settings that are designed to change this one particular thing simply do not take effect regardless of what you do. This feels like a huge oversight and is very frustrating to anyone with visual impairments, or even if you're just using the blue light filter and cannot see the cursor while it is on. I don't know if this is a software issue or something different, but it is true across separate keyboard apps and the original keyboard in the phone.
