I'm using iPhone 16 Pro Max but video flashes when shooting 4k 120FPS

Fluorescent lights in that room interfere with the selected frames per second setting. Try to switch NTSC <-> PAL in the iPhone Camera settings (maybe to the country's electric standard 60/50 Hz i.e. NTSC/PAL). It seems your Camera is now set as 60 fps base so try PAL 50 fps base in that room with those lights on.
