Can't change the 'trusted phone number' on my Account Security, 2MFA settings.

I have access to my apple account. Have been able to change home address and other details on my account, but on the 'Account Security' section, I need to remove an old unused legacy mobile number and put a difference one in. Its blocked from me adding an alternative as well as removing the 'trusted number' detailed.
