Apple sharing not working for some family members

Hi, I just bought 2 new tablets and created 2 new apple IDs and added them to my family sharing subscription. Everything worked and my arcade, apple tv and music subscription says that it is functioning but when I try to use them on the new devices, it says that I need to try the trial.
