Unable to open file on iPad

I was using my file app on my iPad to markup a pdf file for weeks, now all of sudden it won't let me open the file anymore. I tried turning off my iPad and doing an IOS update and it still will not work. I even tried going to icloud.com on my laptop to open the file and it won't open. Is there anyway to get my file to open so I can see all my notes I wrote on it?

Each time you mark up and close a PDF file, the file size grows significantly. Use the Files app to check the file size, as you may well need to take action to compress it. One way to do so is press and hold the file icon and choose:

Quick Actions > Optimize File Size.

If the file is corrupted, it’s worthless.

You might try the “Compress” method after pressing and holding the file icon. That would create a ZIP file containing the original file. That has perhaps a ½% probability of success. But it’s better than zero - admittedly not by much.
