Why can’t I get Minecraft from my old phone to my new one?

I have got a new phone and would like to reinstall Minecraft on it but when I got to get it ,it says I have to pay and takes me to the billing page. I have also tried going on setting >AppStore>app downloads but hasn’t worked. Has this happened to anyone before and does anyone know how to fix it ?
