Apple TV stuck on Top Menu
I’ve tried, unplugging the Apple TV, pairing and unpairing the remote and it is still stuck.

At that point you would need to take it in to an Apple Store as it may need servicing, but you can always call Apple support first in case they have anything else they can run through.
