Notes missing after syncing to icloud

my note disappeared from my iPhone. notes are backed up on iCloud but I can't find the missing note in recently deleted file or on iCloud. is it possible to recover this missing note?

I feel ripped off, I ran out of room and finally upgraded only to be burnt!!!

I read another thread were a lot of other people said the same thing but only one reply which was useless!

would appreciate iCloud support actually helping here
