I am on an iMac 2017 with 2.3 Dual Core Intel running OS Ventura 13.7.4. I have lost my availability to see any windows in mail. I don't have the option of minimizing a window because none appear and it is grayed out in the menus across the top to View and in File new window is grayed as well. I am using a wired mouse and not a touchpad so that is not a possibility. It worked a couple days ago but is not now.

Have you restarted your Mac lately?
Rebooting is the best first step in troubleshooting.
If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in safe mode.

Do you have the same problem while in Safe mode?
You can exit safe mode by restarting your Mac normally, then reevaluate the problem.
You have likely simply changed what you can and cannot view. In the Mail App look in the View Menu and select the options that you prefer. Please do not make a lot of changes at 1x, make a change, look it over to see if you like it or not and then continue.
Also, restarting in Safe Mode may help and restarting normally as D.I. Johnson suggests.
Finally, you may not be as familiar with the Mail app as you need to be so please bookmark Mail User Guide for Mac - Apple Support
which you can use when you have a problem or need to make some changes to the Mail app.
I have tried the safe mode with no different results. I had tried the shutdown previously and no luck either. I haven't change anything in the view menu. Another post related to this mentioned something called Expose but it didn't seem to relate to it and I couldn't find anything on it.
User guide didn't seem to have anything relevant

In the Mail app, Command-0 (⌘zero) should open the Message Viewer window.
Does it not?
I get an audible beep/click whatever but no window appears.
That's a zero... not an O.

In the Mail app type Command + 1 and stop. Then tell us what you see?
I have the menu across the top and nothing else. When I hit command + 1 the key stroke beeps but nothing happens on the screen.
