Regardless of how many photos are loaded in iMovie, only one is running. They do not dissolve, fade, slide or wipe etc either. Photos and iMovie have full access permissions. I have tried re-setting privacy and location as suggested by some. It’s not working.

It is a bug that Apple will need to address. Meanwhile, the workaround is to insert a video anywhere in the timeline. That will unlock the timeline so your photos play. After editing, you can delete the video and export the movie.
