Purchased App Licenses not appearing in ABM

I have recently purchased licenses for the app iMovie in my organization's Business Manager account. However, unlike in the past, the app does not show up in the list of "Apps and Books".

Additionally when I select an app that we have purchased in the past that is in the list and try to add licenses a loading wheel appears and the apps license number never updates. The last time we added an app to the account was about a year ago.

I have updated the payment method for the account and this still this persists.

What might I be missing?
