Why does the App Store request billing information for free apps?

OK, so every time I try to go on the App Store and download a free app a completely free app and I’ll have no money on there. It says that I have to put my billing information on my card and I try to keep my card box so nobody gets into it And every time and like I don’t know where Apple accidentally for money so I blocked Apple Cash app and then I tried to download an app and it asked me for my billing information and I’m not trying to spend my money on stuff
