As of yesterday when I send messages to specific people, they are being sent as SMS and I’m not getting a delivered or read notification

Because SMS isn't capable of showing Read receipts, only RCS and imessage conversations are.
If it's not working now but was before you need to be more specific. Many people here have had SMS/RCS issues with sending & receiving texts, myself included, today in fact is particularly bad. Maybe there's tariffs on text messages too ;)
