Apple does not make any of the emojis. As with all phone manufacturers, they simply adopt the latest standard that has been approved by the Unicode Consortium. You are free to make any emoji request to them.

If each manufacturer created their own emojis, then there would be no compatibility and an emoji sent on one device could show up as something completely different on another.
