With the unapologetic mess that Apple created with messing and emptying our albums this past year....any suggestions on how to best start the restricting process - provided we can still find still missing pictures? Do folders still hold other folder and alums with only albums containing photos... I am about to try to reorganize but it is daunting!

All of your photos resided in your camera roll, if you put photo in an album, it points back to the photo in the camera roll. Deleting the picture from the camera roll deletes from the album.
Yes, Folders only contain albums or other folders. They cannot contain photographs themselves. Only albums can contain a photograph.
