How to remove Activation Lock on iPhone 11 Pro Max with proof of purchase?

i am Owner of the Device i forgot My iPhone Passcode

i Restore The Device go to Activation Lock

My friend Setup This device for me and i have no contact with them Now

i have Box and original invoice copy when i Submit The proof of purchase to Remove Activation Lock

Apple denied my request We are unable to complete your request to remove Activation Lock.

We weren’t able to complete your request to remove Activation Lock for this device.

Is it possible that your friend who set it up placed the device into Lost Mode? They can do that remotely with the Apple ID/Password used when it was set up. That would be the only reason where I could see that the lock would not be able to be removed, unless the device was previously managed by a school or employer, but I would expect that is not the case either.
