iPhone 11 Pro Max crop issue 'Done' button disappears and photo reverts to original size

The thing is, you say "crop a photo by pinching," but "Done" doesn't appear when you do that. Here's a picture I have that I got from somewhere (?)

If I zoom in (by reverse pinching)

I get "Crop" at the top right. ( I don't know about "Done.") If I tap Crop, then the picture will get cropped like that:

I can get "Done" if I copy using the Edit mode. What are you doing, exactly?
