Why is ‘Always On' not provided for iPhone 16 Plus? I feel cheated & dumb for attempting to switch from Android when Apple does things like this (have never had this problem with Samsung Galaxy.

It seems to be a feature that Apple uses to encourage people to buy "Pro" phones. (As in, higher-end models get more features.)
Apple never said that the iPhone 16 Plus has an Always On display, so I don't see how they "cheated" you.
You wouldn’t feel cheated or dumb if you had actually taken a brief look at the specs for the device before you bought it.
The 16 Plus does not have the hardware to support an always on display. That requires a Pro or ProMax device.
