Can iPad have a photo as lock screen wallpaper and Apple wallpaper as home screen wallpaper?

On my iPad (iPadOS v18.3.1) if I have a photo for my lock screen wallpaper, the choices for home screen wallpaper are limited to colors, gradients, photos, and blur. The iPadOS 18 wallpapers, for example, are not available as choices. If I choose, “+ Add New Wallpaper” the only choice is to add one of the Apple provided wallpapers as the lock screen wallpaper.

In other words, I can have an Apple wallpaper on the lock screen and one of my photos on the home page, but not the other way around. I would like to have the photo on the lock screen and one of Apple’s wallpapers on the home page, but that doesn’t seem to be possible.
