Can't set speed for deleting characters while holding backspace

I have tried using the obvious and recommended settings

Check System Preferences > Keyboard > Keyboard tab > Delay Until Repeat.

Adjust the slider to a shorter delay time.

I followed by a restart.

This has not worked for me.

I just switched from windows. I'd like to think I'm competent with computers and slowly getting used to this OS but I don't even know how to start troubleshooting this.

I appreciate any help!
