‘Crop’ does not allow photo rotation

iPhone 14Pro. Edit-crop does not now allow rotation of a photo. (Greyed out left and right arrows)

why and how can I fix it?

How are you using the Crop tool?

After tapping the crop button, tap the straighten button at the bottom. Then use the slider to tilt the photo left or right.

I can no longer crop a photo by only bringing in the sides or only bringing in the top or bringing in both the top and sides but at different degrees. The entire box moves.
