safari downloading content to temporary folder

I have a very annoying issue, whenever I try to download any content from safari and I set a manual location to removable disk (which is writable) and it saves the content into some random temporary location which I need to locate back always from the safari's download option, and again I have to move the file back to the desired location, and also sometimes if I download something then it saves the file as filename.download even after complete download, then again I have to right click on the file and select show package and then it will show the actual file and then again I have to move back the file to desired location. I don't know what's the issue, and also this issue with the safari or or some other random bug is doing that, but whenever I try to download something from the Chrome things works fine without any issue, but I don't want to switch to chrome just because of this..
