When I'm in Apple Mail and click on "attach files", I'm navigating to Dropbox to try and attach files but it's saying "Content Unavailable. The folder contents could not be displayed because of an unknown error."

Similar, yes. But, you likely need to first download the file from DropBox in order for it to reside on your computer and be sent as an attachment.
No. Dropbox is cloud storage, like iCloud.
No, this is all done over the phone. Nothing is downloaded to the phone, every. It goes from Dropbox directly to the app. I've done this before on all my other iPhones.
