Why is there no button to turn on a passcode
The settings on my iPad don't have a spot to turn on the passcode on the device.

Well, check Settings ➜ General ➜ About ➜ Model and Model Name to specifically identify the iPad and what iOS version it is running.
For an 8th or 9th generation, there should be a "Touch ID & Passcode" option in the Settings App.
