It really helps if you would explain exactly what "Innova OBD2 Scan Tool" when posting here and the version of macOS you are running and the exact model of your Mac as well. You can get this information by clicking the Apple menu and selecting "About This Mac".
If this is an automotive scanner, then here is the Innova support page with instructions for downloading & using the Innova firmware updater (both Windows & macOS) along with troubleshooting links:

Does this software support your version of macOS and your model Mac (some things may not always work on an M-series Mac if it was made for an older Intel Mac or older OS)?
Plus depending on the quality of the developer who created the macOS app, you may be encountering issues with Gatekeeper blocking the app if they are not a registered Apple developer.....you may need to approve it to run in the Privacy & Security System Settings. Plus if this software includes a driver (aka extension), then you may need to approve that driver/extension as well (perhaps separately).
