Downloading scanned documents as PDF file

Unfortunately it looks like whenever I do "File > Export as PDF" for my notes, it only exports the first page. Anybody having this issue?

And no, the fix described in this post https://apple.stackexchange.com/questions/440882/why-does-previews-export-to-pdf-only-export-one-page does not work.

Honestly, I don't get what's so difficult about making Notes save all of the scanned documents together, and I don't understand why any person would believe saving only one page would make any sense. Apple should really just make a new app specialized for scanning documents instead of using the disfunctional Notes app.
