How do I access passwords without Face ID on a stolen iPhone with stolen protection enabled?

OK, so I have Face ID on and I turned on stolen protection. I can’t get into my Passwords because it requires a Face ID. I can’t even turn off stolen protection because it requires a Face ID. Basically I can’t get a hold of all my passwords. What do I do?
